Why does the TSA need full body scanners when the existing rules weren't followed?

Current TSA procedures WERE NOT FOLLOWED in the BVD bomber case... If we are not complying with CURRENT rules and procedures, who thinks hundreds of millions MORE wasted dollars will improve screening?
