How do we improve the water resources in India, especially in Tamil Nadu?

Water scarcity in Tamilnadu is increasing every year. Government is taking steps to improve it and give clean water to people, but with all felling trees and scanty rain, can anybody give a blueprint on how we improve the water resources to improve the water needs of people.
